My computer is in finished basement where I have to connect the Arlo base unit. Will I be able to connect the units to the base if the units are upstairs and outside on house? Or will I have to run the ethernet cable up one floor and connect base unit upstairs? Do I connect to back of computer or to the wifi router to work? Computer is connected to internet via cable.

depends on the walls. An alternative to running cable upstairs is to invest in a wifi extender which uses your power lines. Put one near your router/modem in basement, connect with eithernet cable; the other by your base station and connect with ethernet cable.

As a PS... yes you can run up to about 300ft of ethernet cable and from your description , sound like you may be better placing the base unit upstairs to get the best possible range to your cameras
The ethernet cable goes to the router , NOT your computer
