when the outside Temp is in the teens and it see motion it says someone is tampering with door bell....

The voltage is correct.

Transformer is the 24v.-20VA.

Have you checked that the wires are tightly connected to the doorbell?  A glitch in power can cause this, and the connection might not be as tight at low temps.
