Firmware 1.8.3.0_9926
I have set the led status light to off in the app multiple times. Even rebooted the Arlo camera and the led stays off for about 5 mins. Then it's back on again. I'd really like it to stay off indefinitely. Anyone else having this issue?

I have tested this and did not see the same behavior. What client are you using to change this setting (web browser, mobile app)? If you choose a different client, do you see the same behavior?
