How can I contact an arlo service person? Any phone number I can call?

The one in the center is a target (a solid circle inside another circle). If you see that, you touch it to make a manual recording. The center of the target will then turn red (and will stay red as long the recording continues). Touch the target again to stop the recording.

What do you see when you go to the Library page in the app. (Or "Feed" if you see that instead of Library).

Don't google for a phone number, as that will lead to a scam support site.
if you have a subscription, you can get phone support using the app.

I don’t have subscription, can I still get free short videos as I use to?

If you have legacy cameras that were sold with free 7-day cloud storage, then you still do have that feature. There is a limitation of no more than 5 unsubscribed cameras per account - that has always been a restriction.
Can you make a manual recording while livestreaming your cameras?

Basically, yes. There are a couple of exceptions - installation of a new camera and subscription problems both come to mind.
Mods monitor this forum, but it is user-to-user not user-to-arlo. (Note I do not work for them).
