First thing would be to reset the camera and also see if it needs a sw update...
Get camera, open battery door for about 10 secs, close door... wait till camera flashes ( right led ) blue very quickly. If ithe leds flash blue/amber then it is updating the sw and DO NOT OPEN BATTERY DOOR WHILE OCCURING.
btw, sw for camera is currently 1.2.2412 ( found under settings,camera settings, pick camera and look at bottom of page)
After this, start ALL MOTION on and make sure the "running man" while viewing a live stream is green ( means motion is activated ).
If not green, then a rule/mode is the problem for that camera, if it is green make sure the slider bar for sensitivity is moved up to at least 85%
( settings, camera rules, pick camera to see slider bar )

Did you chaeck the 'running man'?
If so, Sounds like a call to Netgear is in order

I finally got it to work. I didnt realize the camera view doesn't necessarily correlate to the motion detection area. Initially I had the camera at about 7 feet high on a bookshelf but pointing straight horizontally. After mounting it and positioning slightly downwards I was able to motion detection.
