my mobile phone cannot locate the arlo device..therefore cannot view or know if equipment is working

What are you trying to do? Set up a new system or connect to an exisiting one? If setting up, is your phone on the same network (WiFi) as your router and base? What are all of the base LEDs showing?

My partner has the device up and working on his phone. I tried to do it on my phone, (my own emailing address, but with same password) but my phone app can’t find the device. Can someone please help? Thanks

You don't - it's already set up. The other person, being th eprimary user, should use Settings, Grant Access to your email addriess. Follow the emailed directions carefully.
