Installation done by electric company. Power to chime, light flashes white. Camera not working. Installation manual wire picture doesn't match chime. Power kit is wired to Rear AND Trans

Have you on-boarded it to your Arlo account with the app?  If so, is the doorbell shown on the main device page?

 

Flashing white means that the camera is wanting to scan a QR code so it can connect to your home wifi network.  See page 16 in the manual here: https://www.arlo.com/en-us/images/Documents/VideoDoorbell/202-50004-05_wired_v_doorbell_UM_19july202...
