Is there a monthly pay to subscription please?

Cloud storage does require a subscription, as do some other features.

You can set up direct access to local storage - though not as useful as cloud storage, there are folks here who use it instead of cloud storage (to avoid paying the subscription cost).  https://kb.arlo.com/000062337/What-is-Direct-Storage-Access-and-how-do-I-use-it

Limitations include

1. recordings only available from the app (not a PC browser)
2. recordings only available from the primary account (not friend accounts)
3. no ability to save manual recordings or snapshots
4. no thumbnails
5. remote access can be hard to set up (requires either port forwarding or a vpn)
