That's what I thought. So the answer is to use whatever put the files on the iCloud, if that really is where the files reside rather than Arlo's own cloud.

How did they get moved to iCloud?

The only way to get them into any other cloud service is to download them yourself and place them into your cloud service. The Arlo cloud is not iCloud or any other service.

First, I recommend never deleting a video since there are too many requests to get them back and you can't. When it's deleted, it's deleted. If you've downoaded the video to your phone or computer then it's a different procedure. Using the app on the phone doesn't delete it from your phone, it deletes it from your account on the servers.
