What does it mean when Arlo Charging Station has one green light and other has amber light?

Can someone tell me what it means when the dual battery charger has one green light that’s constant and one amber light is flashing on top of the battery docking station??????

Haven't seen that but it sounds like either a bad battery or charger. What happens if you swap the batteries around - does the same LED flash amber?
