It might mean that. Did you try removing the battery for a bit and then reinserting it?

Check the mode you are using, and make sure the rule for the camera is still there. https://kb.arlo.com/42/What-are-modes-and-rules-and-how-does-Arlo-use-them Also, make sure the camera is armed.
In addition, use the motion detection test, to make sure the PIR motion sensors are working properly. https://kb.arlo.com/41/How-do-I-change-the-motion-sensitivity-on-my-Arlo-camera
