problem solved the system was still under an old account

You don't need to re-add the base or cameras to a new phone.  All you should need to do is log into the app with the correct account credentials.

Are you seeing the devices when you log into https://my.arlo.com from a PC browser?

What version of the app do you have installed?

Is the device running iOS or Android?  What version?
