I put the batteries in my second camera but no blue lights came on.

The camera turned out to be faulty. Went back to the store and made a swap.

You can plug in the charger cable/adpater and charge it
Or pull battery pack, use power cable alone and sync to base then try battery for charge...
To see if battery is bad , you could always swap the packs

The 4 batteries I put into the camera are brand new so why is there no charge (blue light) on the camera? It worked perfectly for my first camera.

4 batteries sounds like you're referring to the original wireless camera, not the Pro, which uses a single large battery pack. Which one are you using? If the original, there is no charging to be done but insterting the batteries properly (yes, it's been improperly done) should give you a blue flash followed by rapid blue flashing.
Make sure you simply put the batteries in the camera - don't push them down since they sometimes stick down. Let the battery cover push them down.

it is the original wireless camera and not the Pro.
I tried to insert the batteries again but still no blue flashing lights. This is a brand new camera which I just took out from the box.

OK... not a pro ( posted in Pro section threw me )
You can check the batteries by swapping from the working camera into the camera giving you trouble...
May be that simple that a bettery or two is bad, has happened before
Or if you have access to a voltmeter, the batteries when new should be 3.2v
