my arlo camera works fine using the legacy app. also works fine using the computer. I am unable to set up the new app.  app is unable to find the camera.  I'm pretty sure my phone is on my wi-fi network but when it comes to the "searching for device" step in setup, it cannot find any camera.  I tried "removing" the camera  and "reinstalling" using the computer, still no luck with the app.

again:

works ok with legacy app

works ok with computer

cannot complete setup with new app

There is no re-setup required when apps get updated or even deleted and reinstalled.

Your setup is stored on the cloud and the moment you re-enter your userid and password the app will repopulate with your devices.
