Hi,
I'm trying to configure VMB3500 in a different account, but I keep getting firmware update failed, - is it because the Base station has been configured in a different account?

If it was properly removed form the old account ( remove device ), then there should be no issue.
Try a full reset ( hold in the reset for about 10 ses till the led flashes ) and then it should work.

Did you hold the reset button until the LEDs flashed amber (>10 seconds)?
