Camera keeps making shutter noise and flashing blue and orange, will not connect or do anything else

Whenever I add the batteries to this camera, it will get stuck in a loop of blue and orange flashing lights and making a weird hardware/shutter noise. Cannot figure out the issue, I understand it's past the end of life (model VMC3030), but I don't want to throw it out if I can get it fixed. I've uploaded a video to display the issue.
