What are you trying to download, a captured video from the cloud, or the Arlo app?  Also, is your phone connected to either Wifi or Cellular signal?

I would be happy to assist you as well.  Please be specific about your concern.  Let me inform you that I have check our data center and it shows that both of your base station and camera are not on the latest firmware version.  I suggest that you upgrade the firmware of both.  Kindly access the articles below as reference guides:
