Arlo camera will not sync with base station

My Arlo camera will blink blue to sync with the base station. However, while the app is searching for the camera it can never find it. I have my phone on the correct wifi. The camera is a foot away from the base station and from my phone while trying to sync. I have already tried resetting the base station. The base station is up to date.

You don't need the app to sync these cameras. Just briefly press the base sync button - don't hold it for 2 seconds - and then a camera button. Any luck?
