- In the event of a power outage:
a) will the doorbell work with just a router and a cell phone?
b) is it possible to establish a hotspot directly with the cell phone?

A) I expect this would work since the wireless doorbell doesn't require power. However, the router must be powered so you'd need a UPS to keep it going during the outage.
B) Yes but for simplicity you would want to use the same SSID and password as your normal WiFi so you don't have to change the network in the doorbell settings.
