Color requires much more light and a broader spectrum than what the IR LEDs supply. Use either the spotlight or external lighting to have sufficient light to enable color recording. Note that if you turn off the spotlight in the camera settings, color recording goes away.

"Color Night Vision" doesn't have a crisp technical definition. Every vendor I know of who uses this term will shift to IR (rendered as black and white) when the light level gets too low - though how dark "too low" is will vary.
The Ultra adds the spotlight, to allow more color recordings. But it will take low-light color recordings w/o it if there is enough ambient light.
