I’m already paying for the smart notifications but we I updated the app and charged my camera it’s gone and when I go on it to add the camera it’s telling me user needs to enrol

Just to be sure, are you seeing your camera on the "Devices" section on the Arlo app? Are you also experiencing this issue on the web client on your computer? If so, could you provide a screenshot that shows the error "User needs to enroll"?
