Bought two new Arlo Q. One can't find WiFi and says "No Arlo Devices found." Tried reset.

I bought two new arlo Qs. One connected smoothly and works perfectly. The other can't find the wifi. The message on the app says "No arlo devices found. Make sure your device is powered on correctly and you're connected to the network". I've tried many times including resets as suggested in other threads here and same result every time.

Yes I did the reset that way and it wasn't working.  Today I tried again a few more times and it worked eventually.  Thank you.

When you reset, did you hold the button until the camera clicks and the LED flashes amber?
