The cameras are still connected to the base, and I think firmware updates would still be downloaded/applied. Camera status would still be sent (uploaded) to the Arlo cloud. The base uses NTP for time sync, and that will happen as long as the base is powered up.
So there would be a little internet usage, but not a lot - certainly no video being streamed.
