For several months the base has been rebooting/not recording. It is now rebooting every five minutes or so. I performed a reset three weeks ago and it worked for a week. Now nothing but rebooting.

Brand or Arlo model? Since you have the cameras, a new base would be cheaper. I would suggest the VMB4540 so have local recordings if you wish and use the app to view them. It would also set you up for newer devices that might not work on older models (or at least miss features such as the local recordings/use of the app).
