My second camera will not video and it is syn and still nothing. Please help asap

Can you live view and re order? Is the running Man for the camera in the Devices tab black or gray?

On mine they both show up in device order but I cannot move them. In manage camera status only cam1 shows and I cannot manage it, it's greyed out

Power cycle the base and try again.

 

Manage Camera Status simply allows you to choose cameras that are active.  One camera being displayed theoretically wouldn't need to be managed.
