Help installing Pro cameras

I have an Arlo Pro 3x rechargeable cameras and Arlo Pro Base Station Model: VMB 4000

From Play Store I installed the Arlo Secure:Home Security Arlo Technologies, Inc and then followed the instructions accordingly but doesn't connect to the app.

Can anyone help please.

Are you unable to add the VMB4000 base to the account?

If that is the case, then what is the status of the LEDs on the base?
