As a current Arlo Pro user do I have to pay for the new app?

No, the app is still free, but now their web interface contains these endless, nagging pop-ups trying to get you to upgrade to their paid service.
I think the idea is to make the web experience so obnoxious that you'll buy the paid service just to get it to stop.
I can understand including an advertising pop-up in an app, but to have it appear every time you open the Devices page is just a bad move. But what do you expect from a company that still thinks that using Flash in a browser is cutting edge technology.  🤔 🤨 🤪 🥴 🤬
