Video delay is 7 or more seconds. ALL of my 4 cameras behave this way. My cameras are 15~25 feet distance from capture area. 7 seconds can miss a lot!

Sorry, I'm not clear - 7 seconds between detection and recording or what?
The usual suspects fr slow detection are 1) camera positioning with motion mostly directly towards the camera and/or 2) the quality of the connection between the camera and base. More details, please.

I believe that there is one other factor at work here. The cameras finish recording and the videos are sent to the cloud and then sent to your phone or computer.before you can view them, at least that has been my experience. But I am not sure if that is what he is talking about.

You're posting in the Arlo Pro section but your footer says VMC3030 which is Arlo HD. If the footer is correct, unfortunately, the Arlo HD cameras do have a significant delay between motion and recording. This can be compensated for in a number of ways but it will never be as quick to react as the Arlo Pro or Arlo Pro 2 cameras.
Camera positioning and motion sensitivity optimisation are the basics. Other methods can be a bit more technical

VMS4330. I had to go visit my order history at Amazon to figure what the silly model number is!
Recap:
all four cameras deprive my video library recordings of the first ~7 seconds of detection activity. Often times, the 'action' is wandering out of the video frame of my library recordings. How do I fix this, my device management page does not have any adjustment for video capturing to 'begin' (relative to the motion detection).

25 feet is about the maximum operating range for the PIR besides very large objects
I always find it best to start with motion sensitivity in the rule (not the test) at 100 and move it slowly down as you get false detections. Depending on where the camera is positioned, it's generally set between 70-100 with a tendency to be around 90 most of the time. The quickest motion response is going to be when the sensitivity is the highest you can have it without 500 videos of trees swaying. Also, the quickest motion detection is when the subject moves side to side across the FOV, not coming directly towards the camera
VMS4330 should be the Arlo Pro so it should have very good motion detection and low lag
