When I try to log in on my laptop, the screen flashes like it is going to work and then it flashes back to the log in screen.

Ok, sounds like the adobe flash issue. For IE11, make sure you have flash installed. You may need to go into your flash settings in control panel and under the storage tab and click "local storage settings by site" and add arlo.netgear.com.
You could also use Edge or Chrome for the browser. They are more modern browsers and work better with most modern coded websites. I use Edge as my main browser, but have used chrome with arlo as well and both work fine.
