Not yet a user but wanted to know if the base station has send video to Arlo cloud or if that is an option. Would like to use local USB storage as primary archive and only access the base station via internet and iOS app if an alert or condition is triggered. Will be using the system to monitor a remote location and internet is limited to 4G / LTE. Dont want to burn up all my monthly andwidth allotment sending video to the cloud. Can system be set up without internet all together?

The Arlo systems are cloud based....all videos go to the cloud...the system can't work without as all commands go thru the internet.
The Pro Base allows a usb backup drive BUT it is really a backup, not directly accessable from the prgm...vids go to the cloud and backup at same time... it is there in case interent goes down for a time, it will still record.
If you area only has 4G/LTE...you may want to look at the GO cameras which are celluar based and run on their own data service

The system is designed to require Internet access to the servers to upload all videos. The local USB storage is designed simply as a backup for times when Internet access is lost.
That said, it's possible to set the system up while connected and then disconnect. Motion detection events will still be recorded locally. However, you can't access the videos without pulling the device (unsafely, possibly damaging the filesystem) and viewing on a computer. You also can't administer the system or use live view since all this requires server access. If you need notifications, those won't work since that also requires the servers.
SHort answer, it's possible but painful.
