Connecting to a Samsung smart tv

I tried to connect to my  Samsung smart tv, so I can watch my animals in the backyard.  When I try to get the camera to work, all I get is a circling   circle, and then it tells me the camera is not on.   I know it is because I can get it on my smartphone
