Camera is pointing toward open (desert) land.  On a bright sunny day, I prefer to turn down the brightness a bit, because details get bleached out.

If I do, does that affect the night vision of my cameras, or when the sun goes down?  On flip side, there is very little ambient light in the open desert land.  If something is moving in the middle of the night, I want to camera to see it.

Perhaps my question is more like, does the Brightness controls the recording of the camera, or it's for my viewing?

It affects the recording itself and can't be changed by time of day, at least automatically. Use of the spotlight at night helps but you may want to consider some motion-activated outdoor lights to help since the 25 lux spotlight won't extend the view very far.
