One of our cameras was not charging with the solar panel. We removed the battery and charged it. When put back in the camera, it went down to 0% within a day.
Next, we swapped batteries with the other camera. Same thing, the camera we had original issues with took the other battery down to nothing within hours.
It doesn't appear to be the solar panel, or the battery.

A camera that is struggling to maintain connection to your router or hub, depending on how it connects, will drain the battery pretty quickly. A solar panel is just a trickle charger and wouldn't be able to compete with heavy drain. Bring the camera closer to your router or hub without the solar panel to see how battery drain changes.
