The battery in my Arlo Pro 4 fails after a few months on the charger. This has happened twice. Is there a way to operate the camera all the time on the charger, with or without the battery installed And without any battery failures.

Have you tried using a different charger? That could be an issue. However, you have a warranty to resolve issues like this so use Settings, Support to select your camera model. Scroll down to Contacts and talk to official support.

Thank you for the suggestion. I found my other charger and the camera charged up to 99%. It's been working all day. Hopefully, this means the battery is okay. Now to find another charging block to run the camera long-term.
The camera seems to be beyond the warranty period.
