I've gone to settings/ low light/ and toggled spotlight off. It still comes on with motion. Any way to disable spotlight on motion?

Model: VMC4040P | Arlo Pro 3 Wire-Free Camera, VMC4050P/VMC4041P | Arlo Pro 4

If the spotlight is turned off there, then it shouldn't be coming on when motion is detected.

You could try removing/reinserting the battery, and see if that resolves it.  The other common work-around is to do a reset of the camera.  https://kb.arlo.com/000062438/How-do-I-factory-reset-my-Arlo-wire-free-camera

I'm having the same issue. It's having the effect of controlling my cat's movements--he keeps triggering the light which scares him.
