My Arlo PRO 3 floodlight wireless, wont charge on cloudy cold days? Is that normal?????

Could be, depending on how cold. Li-ion batteries shouldn't be charged at freezing temps so that could be an issue. Of course, cloudy days are an issue, too, since the panels don't produce nearly as much power. The app should display a lightning bolt battery icon but also notify you if it's too cold.

Day length also matters.
As we approach mid winter in the UK, my charger has a hard time keeping up, sunny or cloudy.
