Assuming you're using a Pro 2 (that's the section we're in) try connecting it with the AC power adapter to see if that works. However, you say you "replaced new batteries" which leads me to believe you're not using a Pro 2 but the original wireless camera which uses 4 RC123  batteries. If this is the case, remove the batteries and just lightly place them in their slots, being sure to observe proper polarity. Use the battery door to do the pushing down of the batteries. ANy luck?

thanks, jguerdat.

i did connect the power adapter and the blue light flashed quickly and off.  however, the camera still say 'charge battery.  this device level is too low.  connect a compatible charger to charge the battery.'

thanks for any other suggestions?  or does this mean it's 'dead'?

Did you use the Arlo charger for the Pro camera, or a different one?

You can try a different charger to see if that helps. This may also be useful:
