Solar panel lets in water. Thought they were weatherproof? How to repair?

My camera raised a flat battery alert but it's connected to a solar panel. The panel wasn't charging the camera and when I took it down I could see that there was water inside the solar panel. I have a second solar panel next to it charging another camera and that is fine.

Now I thought they were supposed to be weatherproof. Is this repairable in any way?
