I've been leaving the Base connected & turned on 24\7.  Should I turn the Base off when cameras are off?

I can’t think of why you’d need to do that.  I suspect that would be pretty unusual among Arlo owners.  Also, when the cameras are “off”, they are really just “disarmed” and awaiting instructions.  I suspect the cameras still communicate with the base from time to time even when they are disarmed.  They are only “off” when there is no battery installed and/or no other power source like a wall outlet or solar panel.

NO... do not.

Just disarm the cameras and they go into a low powered sleep mode.

If you turn off the base, the cameras will drain the batteries in a fairly short time looking for the base unit. ( sort of like a cell phone without service ) The base and cameras ping each other now and then.
