It sounds like you're trying to perform a new installation. Is the system new or used? If used, the original owner needs to remove all devices from his account before you can claim the base. If it's new, hold the reset button until the LEDs flash amber and let the base reboot so that the power and Internet LEDs are green but the Camera LED is off or amber. Try again to claim the base.
