Moved house and can't connect arlo base station to new house. Single led goes blue for short time then changes to flashing amber. Have tried reset, different ports etc. But no luck.

That rather sounds like a camera isn't connected to the hub.

Unable to connect anything to hub, hub won't connect to phone/app

The hub simply needs access to the Internet and, thus, the servers. If something is blocking access (ISP, router settings, etc.) it won't work but you indicate you have a short period of time when the LED is solid blue. Of course, during boot the LED turns blue briefly, too, so you need to make sure that the hub has fully rebooted (~2 minutes) before making any judgement on that.
Log into the router and see if an IP address is assigned to the hub for starters.
