Does the Arlo Pro 2 cameras talk to the basestation that then sends the video via the LAN to the cloud or does the camera.?

The base is the intermediary. The camera only talks to the base.

So the basestaion can be plugged directly into the LAN port of my Google Wifi I assume. Has anyone used the Arlo Pro 2 cameras with the Goggle cluster? Google claims it supports connections on the 2.4, but of all the devices I have connected, not one will connect to the Google clusters, so I had to install a second 2.4 router.

Yes, a google wifi/router cluster. I haven't found a device yet that will connect at lower speed.
