Do you have rules that use one camera to detect and another to record (nested rules)? That seems to be normal operation although not expected. I assume you're using the On/Off switch for the camera rather than the Disarmed mode? Use of the Disarmed mode (or a custom mode that doesn't use the camera you want off) should work for you.

As jguerdat mentions above, how have you "turned the camera off"? Are you using the on/off toggle in camera settings or are you using a mode that disarms the camera (default or custom)? Please give us more details on what you are experiencing.
