Arlo Pro 2 Base Discovery Fail. Tried to reset and power cycled. LED is constant blue.

I have a brand new Arlo Pro 2 but it wont connect or "discover" thru the iOS app or online thru my browser. I've reset it multiple times, cycled the power etc but nothing works. The LED is a constant blue but it wont discover. I have the ethernet plugged into the modem and the only other device plugged in is the our Eero device. The modem is a Technicolor TC 4400 model.
