I recently tried to charge my Arlo 2 pro when I noticed it was at 20%. I left it overnight and it now goes offline when unplugged. While plugged in, the battery shows the icon is 100% charged but  0% to the right.

I've tried these in no particular order:
1. "forgetting the device" and adding as a new device - it shows 40% while plugged in and 0% when unplugged in this case.

2. checking the battery

3. comparing to my other camera (also at 20%). This device is working as expected.

4. resetting my Base station

You may want to swap batteries with another camera to isolate it to the camera.

if the battery had completely discharged you may need to perform the recovery process.

I tried this. And the same occurs. Plugged in, the battery icon appears as if it's charged completely and green, but it says its 0%. Unplugged, battery icon shows red and still 0%. And when I click to "play" it appears offline.

Update: after several tries of unplugging and plugging in per your article, I am now at 1%. This time I tried a different cable. This one is not the Arlo cable. Will check-in another hour.

I suggest you try the article posted above.
It helped, but I did have to attempt it three times before it started to work.
