It is definitely a corrupted (incomplete) video bitstream.
That can be a result of
- failure of compression hardware in the camera
- loss on the wifi connection between the camera and the base
- loss on internet connection between the base and the Arlo cloud
- the Arlo Cloud failing to save part of the video stream in their storage.
The fact that it resolved itself means it was not (1).
It could still be one of the other three possibilities - possibly some temporary interference, or possibly some congestion on the network path between your router and the Arlo cloud. Or a performance issue in Arlo's back end servers.

Very weird, cause now, camera is viewing normal... no colored bar codes n time in left hand corner seems to be correct now. But im my first gripe was happening since last night. When i woke up this morning the pics above is what was happening. I even restarted my phone n check arlo app n looked just like the pics. Now i go into app n camera is viewing normal.. I dont know... just NEVER had issues like this.... but for now it seems ok.

That's not a barcode - it's video corruption caused by a signal issue. @StephenB can explain it better than I can but troubleshooting it means determining whether it's a weak signal or interference. Bringing the camera closer to your base to test would be useful. If that improves the situation, use a WiFi app on your phone at the camera location to check the signal strength from your base (likely named Netgear_VMBxxxx or Arlo_VMBxxxx). Also look for other wireless devices in the path between the camera and base that also use the 2.4GHz band.
Can't help with the ads...

Maybe in someone else's situation. Im a senior citizen and these cameras have been up since day one and have not moved. Internet n router have not moved n no new gadgets, appliances, or anything as a senior citizen cant afford new gadgets, etc. So I'm gonna disagree with that. And barcode is gone n now the ads are there.... just so upsetting. But thx for response

No, cameras didn't move and neither did the base station. However, what could have moved is the wireless channel your cameras communicate with the base station. Or your neighbour could have installed a new router which could have caused the 'barcodes' (= the interference). Lots of possibilities.
So, to try and address the interference issue, restart the base station to start with.
