For starters, the camera doesn't pair with your phone. You're just using the phone to connect the camera to your router and, hence, the Arlo servers. The app is just an interface into that process.
Back to the issue, what have you tried and what do you see? Is your phone on your router's 2.4GHz connection (many current routers use the same network name (SSID) for both 2.4 and 5 GHz so you might have to force the phone into using only 2.4GHz)? Are you entering the SSID and password correctly? Any unusual characters in either of those?
One thing to try is to use the reset procedure found in an FAQ in the support section here. Basically, hold the sync button on the bottom of the camera for >15 seconds until the LED start blinking amber. Let the camera reboot and try again.
