why won't my Arlo Essentials Gen 2 camera not reset? It won't connect & no amber blinking light

I cannot get this camera to connect since it died.  I charged it and it was blinking blue when charging.   But I cannot get it to try to sync and blink blue after holding down for 3 seconds, so i can't re-add it to my arlo app.  it only comes up as a solid blue for a few seconds,  And then I hold it down for 15 seconds, and there is no blinking amber light.  Only that blue light comes on for a few seconds.   What is wrong with this?  my other 2 cameras work fine.

The short blue LED when first attaching power just indicates that power was applied. For syncing, I would only hold the button for a short time, assuming the blue LED starts blinking slowly - 3 seconds could be too long. For a reset, 15 seconds may not be quite long enough so try holding it for 20 seconds to see the LED start flashing amber. However, when you do that you also need to remove the camera from your account before it can be added.
