Should the Red LED glow be always on at night?

I only see colour video when I toggle visible white spotlight on.

The red LEDs are used for night vision, if you have the camera externally powered with continuous power the night vision LEDs remain active for the foresight feature else they Illuminate when motion is detected.

I still have issues. Manual enabling 'Live' vision at night enables the two red LEDs which I would expect, but there is still no colour night vision. 

I run on battery only but I would expect the night colour vision with the red IR LEDs. 

Am I not understanding this correctly?

The colour night vision is a false statement.

No. 

 

Color recording after dark either requires the white spotlight to be turned on when motion is detected, or other illumination of the scene (for instance a floodlight).

 

The red IR lights are used for IR recording when there isn't enough visible light - which is rendered in black and white on the display.

 

This applies both when the camera is run on battery and connected to AC power.
