why does Ario only work when i am at home?

When I am home, yes the men are green. When I am not home, the men are not green.

If I have this right, you're recording yourself since the running men are green but nothing else because they're gray. That's the reverse of what you want, right? Check your modes and then your schedule. You have things reversed.

That's not it. It has something to do with me (my phone) not being on wifi. The camera does not detect movement unless my phone is on the wifi at my house,where camera is located.

I have no idea how that could possibly happen since the use of the app or browser is not how the system triggers.  Those are not controllers but viewers that allow you access to settings.  Can you post screenshots of your modes and schedule?

The last screenshot of the rule is incomplete just where we need to see it.  "Then Do The Following" seems to indicate None so no motion would be recorded.  Check that part out and, if necessary, post multiple screenshots so we can see the whole thing.

If i remember right the last section is for email..

The very last section is for email but you first have to tell it what to do, such as record from a camera.
